Public Open University Čakovec strives to make its websites accessible in accordance with the Act on Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies of the Republic of Croatia (“Narodne novine”, number 17/19; hereinafter: the Act) which transposes the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016).
This Accessibility Statement applies to the online headquarters of the People’s Open University Čakovec, which is located at https://www.pou-cakovec.hr/, including all subdomains of the pages that are published as part of it.
Degree of compliance
The online headquarters https://www.pou-cakovec.hr/ is partially aligned with the Law on Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies of the Republic of Croatia due to the inconsistencies listed below.
The content listed below is inaccessible for the following reasons:
- the images on the front page do not have a suitable description;
- individual links on the home page are not highlighted, so the user does not immediately recognize that they are links;
- individual links do not have a suitable description;
- part of the posted documents is not available in machine-readable form;
- part of the text does not have a good contrast of the text, text frames and images compared to the background pages;
Raising the level of accessibility
Public Open University Čakovec undertakes activities that will strive to achieve compliance with the Law on Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies of the Republic of Croatia.
For all the non-compliances mentioned under points 1 to 5, the Public Open University Čakovec temporarily invokes an exception due to disproportionate burden in the sense of Article 8 of the Act. In accordance with Article 3 of the Act, PDF files that were published before September 23, 2018 are qualified by the Čakovec Public Open University as archives and are exempt from the application of the Act.
The technical limitations of the current system architecture make it impossible to achieve full compliance of the Čakovec People’s Open University website with the Accessibility Act, which is reflected in the difficult movement of people with disabilities through the website due to the complexity of pages and subpages, in the limited number of possible search methods and complex procedures for entering materials.
